港督談到他希望香港政府各部門的廉正操守都不容置疑。港督說，他跟外國政府談九七后香港市民免簽證的時候，他要的是自己能滿懷信心指出我們的制度行得通，我們的制度既廉且正。他的措詞是：「I want to be able to say with complete confidence that...」。他說，幾天前他跟義大利外長談這個問題的時候，他可以用最大的信心指出我們的制度既廉且正。他的措辭是：「I was able to speak to him with maximum confidence in the integrity of our system」。

記hｔｔｐs://rｅaｄ•９9cｓw•com者的第一個問題分三部分：一、對梁銘彥退休前的廉正操守有沒有充分的信心；二、現在對梁銘彥的專業操守還有沒有信心；三、有沒有任何外國政府警告過香港政府要提防他。港督的回應也分三部分：一、公務員事務司在立法局以及其他地方回應過這些問題，我不想多說；二、人民入境事務處前處長因私人理由離職；三、我們有了一位出色的處長接替他的職位，我對我們的出入境制度、簽證制度以及邊防巡邏等的廉正操守信心十足。記者只提到外國政府警告港府，沒有提到入境制度、簽證制度、邊防巡邏。記者的第二個問題只問港督認不認為梁銘彥是一位出色的處長。港督只說他在香港政九_九_藏_書府里工作好多年；關於他的離職，過去已經說過了，港督不願意再多說。

Governor： I don't want to say any more than the Secretary for the Civil Service hasreａｄ.9９ｃｓw•ｃoｍ said in the Legislative Council and that he has said in response to questions elsewhere. The former Director of Immigration left public service for personal reasons. We have an excellent Director of Immigration in his place and I have full confidence in the integrity of our immigration system， our九九藏書 system of issuing visas and policing checks at our frontiers.
